P.L. Carpenter was the manager then owner of the Capital Hotel and restaurant(1899). He was also a major player in the development of parks and playgrounds for the city. 1n 1915 he donated his private retreat 40 acres near Windber to the city. It was named Carpenter Park. retreat called originally Yoder Falls. There is no proof but a good chance this was the actual retreat building. Carpenter is also played a part in founding the Cambria County fair in 1920
