Unknown Steel Bridge - Johnstown - 1915

I just got this picture thursday along with about 9 others. I have stared at this picture and still can't tell exactly where this is. It's the steps on the right hand side of the picture that is throwing me off. All that came with this picture is that is was from 1915 and it is Johnstown.

Most of the others in this set are film negatives that are way larger (not the norm) considering they are from 1915 and since I can't scan negatives - the others in this set might have to wait. So far, no one around Johnstown can print them.
Reader Ron says "Any chance this could be the Hickory Street Bridge". Lisa - I thought that too - but what about the steps on the side?

I agree. It looks like the Hichory Street bridge.

It looks a little like Woodvale--there are steps coming down the hillside near the Maple Avenue Bridge, but I've never seen that exact setup, with steps coming down right next to a bridge.

it looks like the Hickory St Bridge, coming out of Kernville along the street that runs past the old Jolly Fiddler, leaving downtown towards conemaugh hospital.
